validaci\u00f3n y autenticaci\u00f3n de un documento a trav\u00e9s de un celular del Instituto Registral t Catastral.<\/em><\/li>\n\n\n\n<li><em>Un total de 83 millones 694 mil 977 pesos, de recursos estatales y federales ponen en marcha la primera etapa de la actualizaci\u00f3n.<\/em><\/li>\n<\/ul>\n\n\n\n<p><strong>&#8211;<\/strong> El Gobernador Samuel Alejandro Garc\u00eda Sep\u00falveda encabez\u00f3 hoy la presentaci\u00f3n del nuevo Sistema de Gesti\u00f3n Registral del Instituto del Registro Catastral de Nuevo Le\u00f3n a trav\u00e9s de una Ventanilla Digital.<\/p>\n\n\n\n<p>Con este sistema, en el que se invirtieron 83 millones 694 mil 977 pesos, el Gobierno de Nuevo Le\u00f3n inici\u00f3 la primera etapa del Proyecto de Modernizaci\u00f3n para sus nueve oficinas registrales.<\/p>\n\n\n\n<p>\u201cAs\u00ed como tenemos esa econom\u00eda vibrante, requerimos un gobierno igual de digital, tecnol\u00f3gico y din\u00e1mico\u201d, expres\u00f3 el Mandatario estatal en la presentaci\u00f3n realizada el Palacio de Gobierno ante representantes de c\u00e1maras, notarios, empresarios y de medios de comunicaci\u00f3n.<\/p>\n\n\n\n<p>Dijo que era incongruente ser una sociedad de primer mundo con un gobierno de tercer mundo y como ejemplo, explic\u00f3, fue penoso enterarse que durante la pandemia del COVID-19, el de Nuevo Le\u00f3n fue el \u00fanico gobierno en cerrar el Registro por falta de tecnolog\u00eda.<\/p>\n\n\n\n<p>\u201cPor eso hoy cristalizamos algunas metas, en primer lugar darle vida a la nueva Constituci\u00f3n de Nuevo Le\u00f3n, que este 1 de octubre celebraremos su primer aniversario, y por tan solo enumerar algunos de los art\u00edculos tenemos el Art\u00edculo 10 que garantiza el acceso a la informaci\u00f3n gubernamental, el Art\u00edculo 41 que garantiza a los neoloneses la innovaci\u00f3n tecnol\u00f3gica y el Art\u00edculo 19 que es tener gobiernos incorruptibles, que tengan todo digital\u201d, expres\u00f3.<\/p>\n\n\n\n<p>En la presentaci\u00f3n, acompa\u00f1aron al Gobernador el Secretario General de Gobierno, Javier Luis Navarro Velasco, as\u00ed como Josemar\u00eda Urrutia Garc\u00eda, director general del Instituto Registral y Catastral del Estado de Nuevo Le\u00f3n y Gustavo Gonz\u00e1lez Fuentes, presidente del Colegio de Notarios P\u00fablicos del Estado de Nuevo Le\u00f3n.<\/p>\n\n\n\n<p>Acerca del nuevo sistema, se inform\u00f3 que despu\u00e9s de analizar las plataformas tecnol\u00f3gicas utilizadas por Registros P\u00fablicos de la Propiedad en otros estados del pa\u00eds, as\u00ed como los sistemas de informaci\u00f3n utilizados por el IRCNL para realizar las funciones registrales, se defini\u00f3 una Estrategia de Modernizaci\u00f3n para implementar un nuevo modelo operativo para el Registro P\u00fablico de la Propiedad, a fin de modernizar todos los mecanismos de este Instituto.<\/p>\n\n\n\n<p>Durante 2022, se particip\u00f3 en el Programa de Modernizaci\u00f3n, adoptando el Sistema de Gesti\u00f3n Registral para la aceptaci\u00f3n, a trav\u00e9s de la plataforma tecnol\u00f3gica y mediante la ventanilla f\u00edsica, de los 10 principales actos registrales de propiedad que ingresan en la Oficina del Segundo Distrito Registral con sede en Cadereyta Jim\u00e9nez como oficina piloto.<\/p>\n\n\n\n<p>Asimismo, se realiz\u00f3 la captura de 126 mil 194 actos jur\u00eddicos y\/o car\u00e1tulas de predios que representan poco m\u00e1s de 21 por ciento de los actos jur\u00eddicos y\/o car\u00e1tulas de predios de la oficina.<\/p>\n\n\n\n<p>Mediante una inversi\u00f3n adicional con recurso 100 por ciento estatal, se integr\u00f3 el resto de los actos registrales de propiedad a la Ventanilla F\u00edsica y a la vez se implement\u00f3 una Ventanilla Digital para que Notarios P\u00fablicos realicen tr\u00e1mites 100 por ciento en l\u00ednea.&nbsp;<\/p>\n\n\n\n<p>Se realiz\u00f3 un total aproximado de 590 mil capturas jur\u00eddicas del resto de los actos jur\u00eddicos y\/o car\u00e1tulas de predios.<\/p>\n\n\n\n<p>Gracias a estos trabajos, se implement\u00f3 un nuevo modelo operativo transparente, con apoyo de herramientas tecnol\u00f3gicas, para modernizar los mecanismos de recepci\u00f3n, calificaci\u00f3n, inscripci\u00f3n, archivo y entrega de los actos jur\u00eddicos, alertas registrales, uso de Firma Electr\u00f3nica en todo el proceso registral, generaci\u00f3n del c\u00f3digo QR en todos los documentos que entran para la validaci\u00f3n mediante cualquier dispositivo inteligente, una Ventanilla F\u00edsica, una Ventanilla Digital&nbsp; para que Notarios realicen tr\u00e1mites 100 por ciento en l\u00ednea (y quienes tambi\u00e9n usan firma electr\u00f3nica), pagos en l\u00ednea y capacidad de vinculaci\u00f3n con Catastro.<\/p>\n\n\n\n<p>Con el nuevo Sistema de Gesti\u00f3n Registral se fortalecer\u00e1 la certeza jur\u00eddica de las operaciones inmobiliarias, dejando atr\u00e1s el uso del papel y dando paso a la firma electr\u00f3nica, a mecanismos seguros como BlockChain y al c\u00f3digo QR para validaci\u00f3n y autenticaci\u00f3n de los documentos generados por el IRCNL, con capacidad de iniciar la vinculaci\u00f3n con el Catastro.<\/p>\n\n\n\n<p>Mediante el uso de tecnolog\u00edas de informaci\u00f3n, el proceso de atenci\u00f3n y gesti\u00f3n a trav\u00e9s de la Ventanilla F\u00edsica y la Ventanilla Digital del Nuevo Sistema de Gesti\u00f3n Registral (SGR) convertir\u00e1 la operaci\u00f3n de la oficina registral de Cadereyta Jim\u00e9nez a la t\u00e9cnica del Folio Real Electr\u00f3nico, ofreciendo en adelante tr\u00e1mites y servicios 100 por ciento digitales.<\/p>\n\n\n\n<p>En la actividad, se realiz\u00f3 un ejercicio de impresi\u00f3n de documento con firma electr\u00f3nica; as\u00ed como un ejercicio de interacci\u00f3n del Sistema de Gesti\u00f3n Registral (SGR) con el nuevo GeoPortal P\u00fablico, demostrando vinculaci\u00f3n con Catastro, a cargo del Director General del IRCNL.<\/p>\n\n\n\n<p>El Gobernador y el director del IRCNL procedieron a validar y dar autenticaci\u00f3n a un documento mediante celular y se entreg\u00f3 el primer documento: una boleta de inscripci\u00f3n desde la nueva Ventanilla Digital, ingresado por el Notario.<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images
